On-premise security depends entirely on how well it is implemented and maintained. The determining factor is usually the quality of implementation and maintenance, not the deployment model itself.

Does hybrid mean double the complexity and double the cost? Not necessarily double, but genuinely more complex than either pure option, since it requires the system to be specifically architected for reliable sync and offline operation, not just two separate systems bolted together. This complexity is worth it when the underlying requirement is real. It is not worth adding as a hedge without a specific reason.
